Staying connected in Tallinn: the local guide

Екстрені номери

  • 112 - single European emergency number for police, ambulance and fire

Часовий пояс

EET (UTC+2), EEST (UTC+3) in summer - Estonia keeps daylight saving

Погода

Baltic and strongly seasonal: cold winters (-5 to 0C, occasionally far colder) with around six hours of daylight in December, and mild bright summers (17-22C) when in June the sky barely goes fully dark

Tallinn runs on Telia, Elisa and Tele2, and this eSIM uses Tele2 or Telia, on 4G/5G. This is the easiest connectivity chapter in the whole set of these guides. Estonia built its state on the internet, coverage is comprehensive to the point of being unremarkable, public wifi is everywhere and free, and 5G reaches well beyond the city. You will not have a signal problem in Tallinn. What you might have is a question about whether you need a travel eSIM at all.

The honest answer on EU roaming

Estonia is in the EU and the EEA, so Roam Like at Home applies: an EU or EEA SIM roams here on its domestic allowance, with no surcharge. A UK SIM depends entirely on your operator, since the UK left the arrangement and providers went their separate ways - some kept free EU roaming, others reintroduced daily charges.

So:

  • Coming from another EU country? Your existing plan very probably covers Tallinn, and a travel eSIM adds little.
  • Coming from the UK? Check your operator's current EU policy before you fly - this is the one that catches people, because it changed and the change was not loud.
  • Coming from outside Europe? A travel eSIM is straightforwardly worth it, as it would be anywhere.
  • Combining Tallinn with St Petersburg or a non-EU stop? Then the eSIM earns its place, because the roaming picture changes the moment you leave the zone.

It is worth being direct about that rather than pretending every destination needs the same thing.

A city that assumes you are online

Estonia runs almost the entirety of its public administration digitally, and the habit shows in ordinary life. Restaurants, museums, transport and parking all expect a phone or a card, and cash has quietly become unusual - you can spend a week here and never handle a note.

Two practical consequences:

  • Contactless works everywhere, including on public transport and in the smallest cafes. Bring a card and you are equipped.
  • Bolt is the home team. The ride-hailing app was founded in Tallinn and is the default here - better covered and generally cheaper than the alternatives. It also does scooters and food.

Public transport is free for registered Tallinn residents, which is a well-known Estonian policy and frequently misread by visitors: it does not extend to tourists. Buy a Tallinn Card or a QR ticket in the app. The trams and buses are clean, punctual and cheap.

Where the signal gets weird

Genuinely, hardly anywhere - but for completeness:

The Old Town's cellars and towers. Tallinn has the best-preserved medieval core in northern Europe, and that means thick stone. The vaulted restaurant cellars, the passages under the bastions (the Kiek in de Kok tunnels), and the inside of St Olaf's tower all behave as you would expect.

The Helsinki ferry. Two hours across the Gulf of Finland, and mid-crossing you are between two countries' networks - both of which are EU, so roaming continues, but coverage genuinely dips in the middle. It is also worth knowing that this is one of the busiest passenger routes in the world and the ships are enormous.

Lahemaa National Park, an hour east - bog boardwalks, forest and coast, with real gaps once you are away from the roads. The Viru bog walk is the classic half-day and it is properly quiet.

Paljassaare and the outer peninsulas, which are nature reserve rather than city.

The apps that need data here

  • Bolt, per above.
  • A transport ticketing app or the Tallinn Card, since free transport is not for you.
  • Maps, though the Old Town is small enough to learn in a morning and you will orient by spires.
  • A translation app for signage curiosity rather than necessity. Estonian is Finno-Ugric - related to Finnish, unrelated to any Indo-European language - so nothing about it is guessable. But English is spoken to an exceptionally high standard, particularly by anyone under fifty, and you will not struggle.
  • A ferry app if Helsinki is on the list, since sailings are frequent and fill in summer.

Arriving

Lennart Meri Tallinn Airport (TLL) is about 4 km from the centre and is one of the closest major airports to any city centre in Europe. Tram line 4 runs from the terminal to the middle of town in roughly fifteen minutes, and the airport is small, calm and genuinely pleasant.

The ferry terminals are a short walk or tram ride from the Old Town, and arriving from Helsinki by sea is a good way to do it.

You can be from the aircraft door to a café in the Town Hall Square in half an hour, which almost nowhere else manages.

How much data do you need in Tallinn?

Very little, and less than you would use in most cities, because free wifi is genuinely ubiquitous - cafes, hotels, public squares, transport.

For a week, well under 1GB is realistic if you use wifi at all. Size up only if you are working here without a fixed base, or if Tallinn is one stop on a longer non-EU itinerary. Plans top up from your dashboard.

What to wear

Winter demands proper equipment. Tallinn in January sits below freezing with a Baltic wind coming off the water, and daylight is short. A real coat, hat, gloves, and boots with grip - the Old Town's cobbles ice over and they are lethal.

Layers in summer. July is pleasant but the wind off the gulf is cool and evenings drop.

Waterproofs in autumn, which is grey and wet.

Shoes for cobbles in any season - the entire Old Town is uneven stone.

An eye mask in June, when the white nights mean the sky never properly darkens and the light comes in at three in the morning.

The photos everyone wants (and how to get yours)

The Old Town roofs from the Patkuli or Kohtuotsa viewing platforms on Toompea hill - the red tiles, the spires, and the modern towers behind. Kohtuotsa carries the famous "the times we had" inscription on its wall.

Alexander Nevsky Cathedral on Toompea, onion domes against the Lutheran restraint of everything around it.

Town Hall Square (Raekoja plats), especially during the Christmas market.

Telliskivi Creative City, the converted industrial quarter that is now the centre of the city's design and street-art scene, and the best contrast to the medieval postcard.

Kalamaja, the wooden-house district next door, painted and gentrified and genuinely lovely.

Kadriorg Palace and its park, baroque and pink, built by Peter the Great.

Fun facts

Skype was built in Estonia, by Estonian developers, and the country has since produced Bolt, Wise and a striking number of other technology companies for a nation of 1.3 million.

Estonia offers e-Residency, a government-issued digital identity that lets non-residents run an EU company online - the first programme of its kind anywhere.

Tallinn's Old Town has been UNESCO-listed since 1997 and is among the most complete medieval city cores in Europe, walls and towers largely intact.

The city claims one of the first public Christmas trees in Europe, in the Town Hall Square in 1441 - a claim Riga disputes, energetically.

And the Singing Revolution of 1987-91 was exactly that: mass gatherings at the Song Festival Grounds, hundreds of thousands singing forbidden national songs, and independence restored without violence.

Big events

The Christmas market in Town Hall Square, late November to early January, regularly named among the best in Europe.

The Estonian Song and Dance Celebration (Laulupidu), held every five years, when tens of thousands of singers perform at the Song Festival Grounds. It is a UNESCO-recognised tradition and the single most important cultural event in the country.

Tallinn Music Week in spring, and the Black Nights Film Festival in November.

Midsummer (Jaanipaev), 23-24 June, when the city empties as everyone leaves for the countryside and the bonfires.

June to August is peak season, with long light and cruise traffic; December is cold, dark and atmospheric.

Why people love it - and why some don't

The love: Tallinn is a beautifully preserved medieval city that also happens to be one of the most digitally advanced places on earth, and the combination is genuinely charming rather than jarring. The Old Town is compact and walkable, Telliskivi and Kalamaja give it a modern creative edge, the food scene has become seriously good, and everything works - transport, payments, wifi, all of it. It is also inexpensive by Nordic standards and remarkably easy to arrive in.

The complaints are seasonal and structural. Winter is dark - six hours of daylight in December is hard for visitors who did not expect it. The Old Town gets crowded when cruise ships and the Helsinki ferries land together, and parts of it are frankly touristed. It is small: two days covers the centre comfortably, and people who book a week without planning day trips run out. Estonians are reserved, which reads as coldness to some visitors and as pleasant lack of fuss to others. And prices in the Old Town are not Estonian prices.

Stay in Kalamaja rather than the Old Town, go in May or September, and take a day for Lahemaa.

FAQ: Tallinn connectivity

Do I need a travel eSIM in Estonia?

Not necessarily. Estonia is in the EU and EEA, so an EU or EEA SIM roams on its domestic allowance with no surcharge. A UK SIM depends on your operator's post-Brexit policy, which varies - check before flying. Coming from outside Europe, or combining Tallinn with a non-EU stop, an eSIM is clearly worth it.

Is public transport really free?

Free for registered Tallinn residents, not for visitors. Buy a QR ticket in the app or a Tallinn Card. It is cheap, clean and punctual either way.

Which ride-hailing app works in Tallinn?

Bolt, which was founded in Tallinn and is the local default - best coverage and generally the best price. It also runs scooters and food delivery.

Will I have signal in the Old Town?

Yes, throughout - Tallinn's coverage is comprehensive. The exceptions are the medieval stone interiors: the vaulted cellars, the bastion tunnels and the church towers, where the walls are several feet thick.
